In a bowl, beat sugar and softened butter until a light, yellow mixture appears. Mix in egg and vanilla extract. Add in flour, baking powder, and salt. Stir until a soft dough forms.
Preheat oven to 325 degrees. Place dough in a piping bag or sandwich bag. Pipe cookie dough into 1/2 inch strips onto a baking sheet. Bake for 15 minutes and let cool for 10 minutes.
While cookies are baking, in a microwave safe glass, melt white chocolate, milk, butter and matcha powder. Stir in more milk if frosting begins to harden.
Carefully dip cookie sticks into green tea frosting and place on a lined baking sheet. Chill for at least 15 minutes.
